The AANP classifies New York as a full practice state. Since the state budget signed in April 2022, nurse practitioners with more than 3,600 hours of qualifying experience evaluate patients, diagnose, order and interpret diagnostic tests, and prescribe medications with no written physician agreement attached to their practice.
The runway matters, though. Until an NP crosses 3,600 hours, roughly two years of full time work, New York requires a written collaborative agreement and practice protocol with a qualified physician, including patient record review at least every three months. Nursing regulation without a standalone board
A New York quirk: there is no free standing board of nursing agency. The profession is regulated by the New York State Education Department through its Office of the Professions, with the State Board for Nursing acting in an advisory role.
